LANSING, Mich. (June 8, 2023) \u2013 Today, the Michigan House voted\u00a0<\/span><\/span>100-7<\/span>\u2014<\/span>with significant bipartisan support\u2014to pass Sen.\u00a0<\/span><\/span><\/span>Sarah Anthony\u2019s<\/span><\/span>\u00a0(D-Lansing)\u00a0<\/span><\/span><\/span>Senate Bill 90<\/span><\/span><\/a>, also known as the CROWN (Creating a Respectful and Open World for Natural Hair) Act. Sen.\u00a0<\/span><\/span><\/span>Anthony<\/span><\/span>\u2019s bill will protect Michigan residents from discrimination in the workplace based on wearing their natural hair.\u00a0<\/span><\/span>The legislation now\u00a0<\/span><\/span>returns to the Senate for enrollment and\u00a0<\/span><\/span>presented<\/span>\u00a0to\u00a0<\/span><\/span>Gov.\u00a0<\/span><\/span>Gretchen Whitmer<\/span>\u00a0<\/span>for her signature into\u00a0<\/span><\/span>law<\/span>.\u00a0<\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n

<\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n

\n

\u201cI am proud to announce that the CROWN Act has passed through both chambers of the Michigan legislature with bipartisan support,\u201d said Sen.\u00a0<\/span><\/span><\/span>Anthony<\/span><\/span>. \u201cWhen I first introduced this legislation in 2019,\u00a0<\/span><\/span>it was shelved, and\u00a0<\/span><\/span>I was told that we needed to prioritize\u00a0<\/span><\/span>\u2018more important\u2019<\/span>\u00a0issues.\u00a0<\/span><\/span>I can think of nothing more important than prohibiting legalized racial discrimination in school and the workplace.\u201d\u00a0<\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n

\u00a0<\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n

\n

\u201cHair discrimination is a lived reality for many Michiganders of\u00a0<\/span><\/span>C<\/span>olor, particularly in the Black community. It can affect our employment, education, and wellbeing. At the start of this year, Democrats made it clear that this legislative session would be different\u2014we would focus on the needs of the people, not special interests. We have\u00a0<\/span><\/span>accomplished<\/span>\u00a0<\/span>great things<\/span>,\u00a0<\/span><\/span>and the passage of this bill sends a clear message that Michigan is an inclusive state\u00a0<\/span><\/span>for<\/span>\u00a0all people.\u00a0<\/span><\/span>I look forward to the Governor signing this bill into law.\u201d\u00a0<\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n

\u201cBelieve it or not, natural hair discrimination is a real thing,\u201d said\u00a0<\/span><\/span>Rep.<\/span><\/span>\u00a0Stephanie A. Young<\/span><\/span>\u00a0(D-Detroit)<\/span>.\u00a0\u00a0<\/span><\/span>\u201cWhen you hear of instances of employers putting staff on administrative leave for their natural hairstyles, or elementary school personnel taking it upon themselves to cut a little Black girl\u2019s natural hair, but\u00a0<\/span><\/span>nobody<\/span>\u00a0else\u2019s, I hope folks can begin to see the importance of this legislation that I have been honored to vote \u2018yes\u2019 on each time it came before me in the House. An\u00a0<\/span><\/span><\/span>overwhelming percentage of employees of color in the workplace feel their success or reputation is negatively\u00a0<\/span><\/span>impacted<\/span>\u00a0when they\u00a0<\/span><\/span>elect<\/span>\u00a0to style their natural hair texture or wear protective styles such as braids,\u00a0<\/span><\/span>locs<\/span>, twists, and knots<\/span><\/span><\/a>.<\/span>\u00a0This systemic discrimination based on one\u2019s hairstyle has no place in Michigan, which is why adopting the CROWN Act is a necessary step to take towards breaking down these invisible barriers to success.<\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n

<\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n

\u201c<\/span>The passing of the\u00a0<\/span><\/span>C<\/span>ROWN<\/span>\u00a0Act speaks to the countless stories like mine<\/span>\u2014<\/span>where an innumerable\u00a0<\/span><\/span>amount<\/span>\u00a0of women, men, people and children have been stripped of educational, professional, and social opportunities and impacted psychologically simply because of their hair<\/span>,<\/span>“\u00a0<\/span><\/span>sa<\/span>id<\/span>\u00a0<\/span><\/span>Cameo King<\/span><\/span>,\u00a0<\/span><\/span>a journalist\u00a0<\/span><\/span>who\u00a0<\/span><\/span>spoke<\/span>\u00a0earlier this year<\/span>\u00a0about how she experienced hair discrimination<\/span>\u00a0in the workplace<\/span>.\u00a0<\/span><\/span>\u201c<\/span>Today I will walk a little taller knowing my story and the unknown stories were not in vain.\u00a0<\/span><\/span>\u201c<\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n

Earlier this year, Sen.<\/span><\/span>\u00a0Anthony<\/span><\/span>\u00a0was joined by other Senators and Representatives, including members of the Michigan Legislative Black Caucus, as well as impacted individuals for a\u00a0<\/span><\/span><\/span>press conference<\/span><\/span><\/a>\u00a0to discuss the importance of this legislation.\u00a0<\/span><\/span>Last\u00a0<\/span><\/span>month<\/span>, Sen.<\/span>\u00a0Anthony,\u00a0<\/span><\/span>Adjoa<\/span>\u00a0B. Asamoah from ABA Consulting and the creator of the CROWN Act, Steve\u00a0<\/span><\/span>Japinga<\/span>\u00a0from the Lansing Regional Chamber, and Gabrielle\u00a0<\/span><\/span>Dresner<\/span>\u00a0from ACLU Michigan spoke in support of the bill at a\u00a0<\/span><\/span><\/span>hearing of the Senate Civil Rights, Judiciary and Public Safety Committee<\/span><\/span><\/a>.<\/span>\u00a0More than 100 individuals and organizations also\u00a0<\/span><\/span>submitted<\/span>\u00a0cards of support on the bill in committee on May 4<\/span>, and the legislation\u00a0<\/span><\/span>also had\u00a0<\/span><\/span>broad\u00a0<\/span><\/span>support<\/span>\u00a0in\u00a0<\/span><\/span>the\u00a0<\/span><\/span>House\u00a0<\/span><\/span>Criminal<\/span>\u00a0Justice\u00a0<\/span><\/span>Committee<\/span>.<\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n
