LANSING, Mich. (June 28, 2023) \u2014 Today,\u00a0the Michigan Senate Democrats passed\u00a0their first majority-led\u00a0state budget in 40 years, and with it, transformational change for Michigan and the kids, families, workers, business owners and seniors who call our state home.\u00a0<\/span><\/span>House Bill\u00a04437<\/span><\/a><\/span>\u00a0includes funding for all state departments for 2024\u00a0and\u00a0<\/span><\/span>Senate Bill\u00a0173<\/span><\/a><\/span>\u00a0covers school funding\u00a0for the upcoming\u00a0school year. Both bills\u00a0passed the Senate with bipartisan support and were\u00a0given immediate effect.<\/span><\/span>\u00a0<\/span><\/span><\/p>\n

\u201cI am proud to announce that today Michigan has passed a bipartisan budget that puts our people first,\u201d said Senate Appropriations Chair\u00a0Sarah Anthony\u00a0<\/b>(D-Lansing). \u201cBudgets are moral documents and what they include reflect the values of our state. Our budget is the product of conversations and meetings with constituents across our state from all walks of life. We have made historic increases in funding for schools, infrastructure, housing, and workforce development. We have reinvested in communities and programs that have been overlooked for far too long while remaining\u00a0fiscally responsible and implementing unprecedented transparency measures. This transformational budget prioritizes the needs and wants of the people of Michigan\u2014and that\u2019s\u00a0always how it should be.\u201d<\/span>\u00a0<\/span><\/p>\n

For the past 40 years, too many Michiganders \u2014 especially directly impacted communities and populations \u2014 have been largely left out of the state budget process. Over that time, the state saw historic disinvestment by previous leadership that has led to crumbling roads and bridges, outdated and dangerous water systems, struggling and strained schools and other challenges facing our state and its people.\u00a0<\/span> <\/span><\/p>\n

But Senate Democrats, finally in a position to do things differently, seized the opportunity to craft and pass<\/i>\u00a0one of the most inclusive and equitable\u00a0state budgets\u00a0in Michigan\u2019s history.\u00a0The\u00a0budget reinvests in Michigan\u2019s\u00a0communities and people,\u00a0and it will generate significant, positive\u00a0change around the state. This\u00a0includes historic investments in:<\/p>\n

<\/span><\/p>\n<\/div>\n

    \n
  • Public Health and Safety,\u00a0<\/span><\/b><\/span>including\u00a0funding for essential direct care workers to get a wage increase, fire stations to upgrade their equipment, local health departments and federally qualified health centers, support for gun violence prevention efforts, emergency alert system upgrades,\u00a0and community-based crisis response grants;<\/span><\/span>\u00a0<\/span><\/span><\/span><\/li>\n
  • Education,\u00a0<\/span><\/b><\/span>including\u00a0universal school meals, a foundation allowance increase of 5%\u00a0\u2014 the\u00a0largest\u00a0in state history, fully funded special education programs,\u00a0and student teacher stipends for K-12,\u00a0as well as historic investments in community colleges, public universities, student financial aid and student support resources;<\/span><\/span><\/span><\/li>\n
  • Infrastructure,\u00a0<\/span><\/b><\/span>including\u00a0one-time funding for the most critical road and bridge projects across the state, as well as support for improved transportation, water\u00a0and environmental systems \u2014 plus transformative community investments in housing, municipal needs, and more;<\/span><\/span><\/span><\/li>\n
  • Culture and Recreation,<\/span><\/b><\/span>\u00a0including funding for expanded access and improvements\u00a0to parks\u00a0and recreational opportunities, cultural resource management and capital improvements to our cultural institutions, shows and exhibitions;<\/span><\/span>\u00a0<\/span><\/span><\/span><\/li>\n
  • Diversity, Equity\u00a0and Inclusion,\u00a0<\/span><\/b><\/span>including\u00a0funds to support the Racial Disparities Task Force\u00a0and recently passed Elliott-Larsen Civil Rights Act\u00a0expansion,\u00a0as well as racial equity in community health plans,\u00a0and grants to support business\u00a0owners and entrepreneurs of color in agriculture and other industries;<\/span><\/span>\u00a0<\/span><\/span><\/span><\/li>\n
  • Michigan Workforce and Talent Development,\u00a0<\/span><\/b><\/span>including\u00a0support for college success supports and the successful, bipartisan Michigan Reconnect program, adult literacy\u00a0and scholarship, building trades and more;<\/span><\/span>\u00a0<\/span><\/span><\/span><\/li>\n
  • Fiscal Responsibility,\u00a0<\/span><\/b><\/span>including\u00a0funding for the Budget Stabilization Fund and debt service for the Michigan Department of Transportation.<\/span><\/span>\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/div>\n

    \u201cFrom the very beginning of our Majority for the People, we knew we wanted a budget focused on making it easier to raise a family, promoting safe and thriving neighborhoods, helping folks earn a decent paycheck while keeping more of it in their pocket at the end of the month and ensuring we can keep prioritizing the things that matter most to us here in Michigan,\u201d said Senate Majority Leader\u00a0Winnie Brinks<\/b>\u00a0(D-Grand Rapids).\u00a0<\/span><\/span>
    <\/span>
    \u201cTo accomplish that, we fanned out across the state to talk with constituents, community leaders, labor and industry leaders, issue stakeholders \u2014 everyone we could to make this a well-rounded, pragmatic budget. These are more than just numbers on a page. This budget will result in transformative improvements in our communities and I\u2019m incredibly proud that we have gotten it across the finish line with bipartisan support.\u201d<\/span> <\/span><\/span><\/p>\n

    The school budget also included Great Start Readiness Program eligibility expansion and a five-day preschool option,\u00a0a 50% funding increase for English-Language Learners and the first-ever Opportunity Index to improve school funding equity.<\/span><\/span> <\/span><\/p>\n

    \u201cAs a former teacher, I\u2019m unbelievably proud of the Education Budget we passed today,\u201d said Sen.\u00a0Darrin Camilleri\u00a0<\/b>(D-Trenton), Chair of the Senate Pre-K-12 Appropriations Subcommittee. \u201cFor the first time in decades, we have a budget that properly invests in our students, teachers and schools. After listening to educators, parents and students in our communities, we crafted a budget that prioritizes our students who need the most support, incentives to keep educators in the classroom and programs that will help build the schools of the future. I\u2019m excited to see how our schools implement this transformational investment in their districts in the next school year.\u201d<\/span><\/span> <\/span><\/p>\n

    There is also significant transparency built into this budget and its implementation. Throughout the\u00a0process, Senate Democrats\u00a0have been in constant communication with their constituents\u00a0and communities, their Republican counterparts, as well as organizations and residents from around the state to inform this state\u00a0budget.<\/span> <\/span><\/p>\n

    In addition, the budget includes language and improved requirements around transparency and reporting, for the first time requiring\u00a0all state departments\u00a0to publicly\u00a0report and post online all specific earmarks and enhancement grants, and identify\u00a0the legislator associated with them.\u00a0The reporting is officially required\u00a0to begin in January 2024, and the departments must publicly\u00a0promote this information by September 2024, though Senate Appropriations Chair\u00a0Anthony<\/b>\u00a0and Senate Democrats\u00a0will be working to make that information accessible as soon as it\u2019s\u00a0available.<\/span>\u00a0<\/span><\/p>\n<\/div>\n
