Senate legislation will hold Big Pharma accountable with creation of new board<\/span><\/span>\u00a0<\/span><\/em><\/p>\n<\/div>\n

LANSING, Mich. (<\/span>Sept.<\/span>\u00a01<\/span>2<\/span>, 2023) \u2014\u00a0<\/span><\/span>Today, a group of Michigan\u00a0<\/span><\/span>S<\/span>enators introduced a bill<\/span>\u00a0<\/span>package to create a P<\/span>rescription Drug Affordability Board in Michigan<\/span>\u00a0(PDAB)<\/span>\u00a0\u2014 an independent body that will set upper payment limits on prescriptions and hold Big Pharma accountable so Michigan residents can afford their life-saving medications.<\/span><\/span> <\/span><\/p>\n

Sen. Darrin\u00a0<\/strong><\/span>Camilleri<\/span><\/strong><\/span>\u00a0<\/span><\/strong>(<\/span>D-Trenton<\/span>),<\/span>\u00a0<\/span><\/strong><\/span>Sen.\u00a0<\/span>Kristen McDonald<\/span>\u00a0<\/span>Rivet<\/span><\/strong><\/span>\u00a0<\/span>(<\/span>D-<\/span>Bay City<\/span>)<\/span>\u00a0and\u00a0<\/span><\/span>Sen.\u00a0<\/span>Veronica\u00a0<\/span>Klinefelt<\/span><\/strong>\u00a0<\/span><\/span>(<\/span>D-Eastpointe<\/span>)<\/span>\u00a0<\/span>introduced\u00a0<\/span>Senate Bills 483, 484 and 485\u00a0<\/span>that\u00a0<\/span>would\u00a0<\/span>establish<\/span>\u00a0a PDAB to help make life-saving prescriptions more affordable for Michigan residents and make pharmaceutical companies more accountable to the people of Michigan.<\/span><\/span> <\/span><\/p>\n

In her recent \u201cWhat\u2019s Next\u201d address,\u00a0<\/span><\/span>Gov.<\/span><\/span>\u00a0<\/span><\/span>Gretchen Whitmer<\/span><\/span><\/strong>\u00a0called for the creation of a PDAB\u00a0<\/span>as a way to<\/span>\u00a0lower prescription drug costs for Michigan residents.<\/span><\/span> <\/span><\/p>\n

\u201cAs I talk to my\u00a0<\/span>D<\/span>ownriver constituents and Michiganders across the state, I\u2019ve heard countless stories about how the high cost of prescription drugs is a growing crisis for so many,\u201d\u00a0<\/span>Sen.\u00a0<\/span><\/span>Camilleri<\/span><\/span><\/strong>\u00a0said. \u201cAt the same time big pharmaceutical companies continue to reap record profits with little accountability. This cannot continue. It is time for Michigan to take a stand against Big Pharma\u2019s corporate greed and create a Prescription Drug Affordability Board.\u201d<\/span><\/span> <\/span><\/p>\n

A PDAB would research,\u00a0<\/span>review<\/span>\u00a0and\u00a0<\/span>establish<\/span>\u00a0upper payment limits<\/span>\u00a0(UPL)<\/span>\u00a0on the most expensive prescription drugs. The Board\u00a0<\/span>would have\u00a0<\/span>the authority to review prescription drug costs and evaluate their impact on Michiganders.<\/span>\u00a0<\/span>The UPL applies to all purchases and payments for that specific drug intended for sale in Michigan,<\/span>\u00a0to help<\/span>\u00a0<\/span>ensure\u00a0<\/span>savings reach the consumer.\u00a0<\/span>Like with any public board, the public can weigh in and\u00a0<\/span>provide<\/span>\u00a0comments to a PDAB.<\/span><\/span> <\/span><\/p>\n

Nonpartisan leaders in economics, health care, the supply\u00a0<\/span>chain<\/span>\u00a0and academics<\/span>\u00a0with no personal or financial stake in the pharmaceutical industry would be appointed to the board, and there would be strict rules in place to prevent politicians, Big Pharma and health care industry or special interest groups from influencing the board\u2019s decisions.<\/span><\/span> <\/span><\/p>\n

\u201cIn 2020, while we were in the midst of a global pandemic and the cost of everything began to rise, 500 prescription drugs skyrocketed by two times the rate of inflation in Michigan,\u201d\u00a0<\/span>Sen.\u00a0<\/span><\/span>McDonald<\/span>\u00a0<\/span>Rivet<\/span><\/span><\/strong>\u00a0said.\u00a0<\/span>\u201c<\/span>This corporate greed at the expense of our health and livelihoods must stop. As other states create\u00a0<\/span>s<\/span>imilar legislation<\/span>\u00a0to address this problem,\u00a0<\/span>it\u2019s<\/span>\u00a0time for us to do the same in Michigan and hold Big Pharma accountable.<\/span>\u201d<\/span><\/span> <\/span><\/p>\n

Six states have already\u00a0<\/span>established<\/span>\u00a0a PDAB to successfully set upper payment price limits on the most expensive prescription drugs and\u00a0<\/span>additional<\/span>\u00a0states are\u00a0<\/span>in the process of creating<\/span>\u00a0their own independent boards.\u00a0<\/span><\/span> <\/span><\/p>\n

\u201cThe Michigan Prescription Drug Task Force found nearly a third of residents aged 19 to 64 stopped taking their prescriptions because of the cost,\u201d\u00a0<\/span>Sen.\u00a0<\/span><\/span>Klinefelt<\/span><\/span><\/strong>\u00a0said. \u201cWe can bring down the cost of prescription drugs for people of all ages. I look forward to working with my fellow lawmakers to create a PDAB so we can rein in the rising costs of prescription drugs here in Michigan.\u201d<\/span><\/span> <\/span><\/p>\n

\u201cPhysicians across Michigan know how devastating it is for our patients<\/span>\u2019<\/span>\u00a0health when they simply cannot afford the medicines we prescribe,\u201d said\u00a0<\/span><\/span>Dr. Rob Davidson<\/strong><\/span><\/span>, Executive Director of the\u00a0<\/span><\/span>Committee to Protect Health Care<\/span><\/span><\/strong>. \u201cDoctors are grateful to Governor Whitmer and members of the Senate for making a Prescription Drug Affordability Board a top priority, and we encourage the entire Legislature to act on this without delay.\u00a0<\/span>It\u2019s<\/span>\u00a0time the pharmaceutical industry is held accountable for its corporate greed and exorbitant costs. As people wake up to the damage Big Pharma is causing, we must build on this momentum to achieve the best results for Michiganders by creating a PDAB.\u201d\u00a0<\/span><\/span> <\/span><\/p>\n

\u201cOver the years, both through my professional observations and supported by academic research, I\u2019ve noticed that the rising costs of prescriptions creates further health disparities \u2014 some people have access and others don\u2019t,\u201d said\u00a0<\/span><\/span>Linda Vail<\/span><\/span><\/strong>, a public health advocate. \u201cHealth should be a right not a privilege<\/span>.<\/span>\u00a0It breaks my heart when patients realize they\u00a0<\/span>can\u2019t<\/span>\u00a0afford a life-saving medication.\u201d<\/span><\/span> <\/span><\/p>\n

\u201cWhen I heard that big pharmaceutical companies oppose\u00a0<\/span>a PDAB<\/span>, I knew it was the right choice for Michigan,<\/span>\u201d<\/span>\u00a0said\u00a0<\/span><\/span>Sarah Stark<\/span><\/span><\/strong>,\u00a0<\/span>a patient advocate<\/span>. \u201cI urge our elected officials to create a PDAB so we can rein in these skyrocketing costs so that everyone can afford their medication<\/span>.<\/span>\u201d<\/span><\/span> <\/span><\/p>\n

\u201cThe number one reason seniors skip or ration their prescriptions is because they\u00a0<\/span>can\u2019t<\/span>\u00a0afford them. This must stop,\u201d said\u00a0<\/span><\/span>Paula Cunningham<\/strong><\/span><\/span>,\u00a0<\/span><\/span>AARP <\/span><\/span>Michigan<\/span><\/span><\/strong>\u00a0State Director. \u201cWe\u00a0cannot\u00a0allow older Michiganders to be the cash\u00a0<\/span>machine<\/span>\u00a0for big drug companies. AARP supports\u00a0<\/span>opening up<\/span>\u00a0the books and making the drug companies accountable for increasing prices year after year.\u201d<\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n
