LANSING, Mich. (March 19, 2026) \u2014\u00a0Yesterday, the Michigan Senate passed bipartisan legislation, spearheaded by\u00a0Senate Majority Floor Leader\u00a0<\/span>Sam Singh<\/b>\u00a0(D-East Lansing),\u00a0to move the state’s primary election date from August to May starting in\u00a02028.\u00a0Along with\u00a0this\u00a0change,\u00a0Senate Bills\u00a0<\/span>691<\/a><\/u><\/span>–698<\/a><\/u><\/span> would also move our state\u2019s regular election date from May to the fourth Tuesday in February each year, lining up with the date of the presidential primary every four years.<\/p>\n

\u201cFor years, clerks\u00a0around the state\u00a0have requested more time to prepare for and manage elections, especially as we see\u00a0more and more Michiganders choosing to vote\u00a0absentee,\u201d said Sen.\u00a0<\/span>Singh<\/b>. \u201cBy delivering this window of relief that our election administrators have been asking for, this bipartisan bill package would build on the progress that my colleagues and I have advanced on voting rights and access \u2014 ensuring Michiganders\u2019 voices are heard through an efficient and accurate election process.\u201d\u00a0<\/p>\n

Currently, following the state\u2019s primary in August, clerks have less than 100 days until the November general election \u2014 a narrow window in which they need to test voting equipment, finalize ballot information, complete canvass certification, and more. By moving these election dates, as proposed by this legislation, election administrators would have more time to successfully and accurately meet the necessary deadlines.\u00a0<\/p>\n

\u201cElections today encompass a wide range of complex responsibilities\u00a0\u2014\u00a0from hiring and training election inspectors to programming and testing voting equipment and ensuring the\u00a0timely\u00a0distribution and return of ballots for both domestic voters and those serving overseas or in the military, said\u00a0<\/span>Kimberly Hinkley<\/b>, president of the Michigan Association of County Clerks and a clerk\/register for Calhoun County \u201cElection Day preparations are now further intensified by the requirement of a minimum of nine days of early voting, followed by the obligation to canvass results within a strict 14-day window. All of this occurs while simultaneously preparing for upcoming elections, potential recounts, and post-election audits.<\/p>\n

\u201cThese responsibilities must be carried out within rigid statutory timelines that are increasingly difficult to meet,\u201d\u00a0<\/span>Hinkley\u00a0<\/span><\/b>continued. \u201cThe once more manageable period between the August primary and the November general election has been replaced by a significantly faster-paced and more demanding election cycle. In this evolving environment, maintaining the integrity, security, and safety of elections must remain the top priority \u2014 while also striving to balance efficiency with the realistic constraints of time and resources.\u201d<\/p>\n

Cosponsored by Sens.\u00a0Paul Wojno\u00a0<\/span><\/b>(D-Warren),\u00a0<\/span>Ed McBroom<\/b>\u00a0(R-Waucedah\u00a0Twp.),\u00a0<\/span>Darrin Camilleri<\/b>\u00a0(D-Trenton),\u00a0<\/span>Veronica\u00a0Klinefelt<\/b>\u00a0(D-Eastpointe), and\u00a0<\/span>Dayna\u00a0Polehanki\u00a0<\/span><\/b>(D-Livonia), this bill package would align Michigan with 11 other states that hold their state primary elections in May, including two Midwest neighbors \u2014 Ohio and Indiana.<\/p>\n

\u201cClerks around the state are dedicated to meeting every statutory deadline\u00a0required of\u00a0them, and they have worked tirelessly to do so. However, the timing between the August primary and November general election compresses too many legally required steps into too little time,\u201d said\u00a0Lisa\u00a0Lawitzke<\/b>, president of the Michigan Association of Municipal Clerks and clerk for Bellevue Twp.<\/span> \u201cIn order to accommodate the timely delivery of ballots to our Military and Overseas Voters and other absentee voters, and allow additional time for the return of those Military and Overseas ballots, while also extending the period for voting in person by a minimum of nine days of Early Voting, allowing voter registration up to and on Election Day, and placing a priority on doing audits after each and every election, clerks simply needed more time between the primary and general elections to continue keeping the highest level of election security and transparency possible for our voters. Moving the primary election to May gives clerks that valuable time.\u201d<\/p>\n

Additional\u00a0legislation passed\u00a0yesterday\u00a0would\u00a0go\u00a0hand-in-hand\u00a0with\u00a0these proposed changes.\u00a0Sponsored by Sens.\u00a0<\/span>Singh\u00a0<\/span><\/b>and\u00a0<\/span>Jeremy Moss\u00a0<\/span><\/b>(D-Bloomfield),\u00a0Senate Bills\u00a0<\/span>814<\/a><\/u><\/span>–815<\/a><\/u><\/span> would move the personal financial disclosure deadline up earlier, equipping voters with the information they need to assess candidates.<\/p>\n

These\u00a0bills\u00a0now\u00a0head\u00a0to the House for further consideration.\u00a0<\/p>\n<\/div>\n
