LANSING, Mich. —\u00a0<\/strong>Today, Governor Gretchen Whitmer signed bipartisan legislation\u00a0that\u00a0designates\u00a0February 1 as\u00a0\u201cBlue Star Mothers Day,\u201d establishes\u00a0guidelines to\u00a0support fair and free elections, and enables homeowners to implement clean energy home improvements, among other legislation.\u00a0Since taking office,\u00a0Governor Whitmer has signed\u00a01,334\u00a0bipartisan bills into law\u00a0since taking office\u00a0and\u00a0has been committed to working across the aisle to\u00a0address the\u00a0kitchen-table issues that Michiganders care about.<\/p>\n<\/div>\n

 <\/p>\n<\/div>\n

\u201cThese bipartisan bills address a range of issues\u00a0that will build a\u00a0stronger future for\u00a0our\u00a0communities,\u201d said\u00a0Governor Whitmer<\/strong>. \u201cFrom honoring the strong mothers whose children\u00a0serve our\u00a0nation in uniform,\u00a0supporting fair and free\u00a0elections that make sure the winner can take office without unnecessary interference,\u00a0to\u00a0ensuring\u00a0homeowners have the freedom to put solar panels on their own\u00a0houses,\u00a0we\u2019ll\u00a0keep working together to make a real difference in people\u2019s lives.\u201d<\/p>\n<\/div>\n

Senate Bill\u00a0235<\/strong><\/a>, sponsored by state Senator Rick Outman (R- Six Lakes), designates\u00a0“Blue\u00a0Star\u00a0Mothers Day” as February 1, honoring the\u00a0courage,\u00a0strength, and sacrifice\u00a0of\u00a0mothers, stepmothers, grandmothers, foster\u00a0mothers,\u00a0and female legal guardians whose children have served or are currently serving in the military, guard, or reserves.<\/p>\n<\/div>\n

 <\/p>\n<\/div>\n

Senate Bill 603<\/strong><\/a>, sponsored by state Senator Stephanie Chang (D-Detroit),\u00a0modifies\u00a0Michigan’s recount process as well as recount filing fees. The bill mandates that recounts will be allowed for precincts that have an imbalance between the ballots collected and ballots issued\u00a0as long as\u00a0they provide a satisfactory explanation and\u00a0a sworn affidavit\u00a0in a form prescribed by the Secretary of State.\u00a0The bill also updates Michigan’s recount filing fees to better account for the costs of conducting a\u00a0recount.\u00a0These stipulations uphold the democratic process, ensuring that the security of every vote is protected and that losing parties cannot stop the winners from taking office.<\/p>\n<\/div>\n

\u201cToday, with the signing of our common-sense recount law reforms, we are strengthening our democracy and ensuring that we reach the most accurate count of the ballots possible during a recount process,” said\u00a0state<\/strong>\u00a0Senator\u00a0Stephanie Chang<\/strong>. “Too many close races in the past led to precincts that were not able to be recounted due to our outdated law, and today we close those gaps. These laws achieve critical goals of protecting the security of every vote, modernizing our recount process, and uplifting the voices of Michigan voters. Senate Bill 604<\/strong><\/a>, sponsored by state Senator Jeremy Moss (D-Southfield), changes the sentencing guidelines for certain Michigan election law violations, specifically related to recount violations.<\/p>\n<\/div>\n

 <\/p>\n<\/div>\n

\n

“For years, clerks and candidates have demanded reforms and updates to Michigan\u2019s 70-year-old recount law so every valid ballot can be subject to a recount in close races,” said\u00a0state<\/strong>\u00a0Senator\u00a0Jeremy Moss<\/strong>. “I\u2019m grateful to partner with Sen. Chang to modernize this important part of the post-election process. This legislation will strengthen the integrity of our voting systems and ensure the accuracy of election results.”<\/p>\n<\/div>\n

House Bill 5028<\/strong><\/a>, sponsored by state Representative Ranjeev Puri (D-Canton)\u00a0gives homeowners the freedom to make energy-saving home improvements to their property, such as installing solar panels.\u00a0This bill complements Governor Whitmer\u2019s commitment to making Michigan a\u00a0national\u00a0leader\u00a0with a\u00a0100% clean energy standard\u00a0and builds upon the\u00a0Clean Energy & Jobs Act<\/a>.\u00a0By enabling\u00a0people\u00a0to implement energy-efficient changes in their homes,\u00a0homeowners save\u00a0money and\u00a0help Michigan\u00a0build toward a more sustainable future.<\/p>\n<\/div>\n

Senate Bill\u00a0251<\/strong><\/a>, sponsored by state Senator Erika Geiss\u00a0(D-Taylor), modifies\u00a0Michigan\u2019s bus display requirements to\u00a0comply with\u00a0standing Federal law. The bill eliminates\u00a0the requirement for buses to display the motor carrier\u2019s primary phone number.\u00a0By\u00a0removing\u00a0the display of the primary phone number, motor carriers will no longer be at risk\u00a0of receiving\u00a0prank calls or other unwanted attention from individuals\u00a0who spotted the number on the road.<\/p>\n<\/div>\n

 <\/p>\n<\/div>\n

\n

Senate Bill 417<\/strong><\/a>, sponsored by state Senator Sam Singh (D-East Lansing), amends the\u00a0State Housing and Development Authority Act<\/a>, making\u00a0modifications\u00a0to the Michigan State Housing Development Authority (MSHDA)\u2019s\u00a0Pass Through\u00a0Bond Program<\/a>. By supporting\u00a0the creation of certain senior housing projects and\u00a0allowing eligible borrowers to have up to $100 million in outstanding loan commitments,\u00a0the bill addresses critical housing needs and fulfills an MSHDA top priority.<\/p>\n<\/div>\n

Senate\u00a0Bill\u00a0465,<\/strong><\/a>\u00a0sponsored by state Senator Sam Singh\u00a0(D-East\u00a0Lansing), requires\u00a0individuals\u00a0to keep at least a\u00a0200-foot distance between their vehicle and a snowplow, among other restrictions.\u00a0By ensuring snowplow operators have the proper space and time to clear the roads,\u00a0Michigan\u2019s roads and neighborhoods will be safer to drive on and walk around throughout the winter.<\/p>\n<\/div>\n

\u201cSnowplows are critical to keeping Michigan roadways clear in the wintertime. Unfortunately, we see far too many accidents between them and motorists, making it clear that enhanced safety measures are needed,\u201d said\u00a0state Senator\u00a0Sam Singh<\/strong>. \u201cBy giving snowplows the\u00a0space\u00a0they need to keep our roadways clear, this legislation ensures Michigan drivers can get from one place to the next as safely as possible.\u201d<\/p>\n<\/div>\n

Senate Bill 498<\/strong><\/a>, sponsored by state Senator\u00a0Jeff Irwin (D-Ann Arbor),\u00a0modifies\u00a0the requirements to change a child\u2019s foster care placement.\u00a0Under the new law,\u00a0tribal governments will be involved in cases of Native children within the foster care\u00a0system,\u00a0by requiring notification to the foster child’s tribe if there are proposed changes to the child’s\u00a0placement.\u00a0By acknowledging\u00a0the\u00a0prevailing social and cultural values, conditions, and ways of life, as\u00a0well\u00a0as specific tribe preferences, the welfare of Native children will be a top priority.<\/p>\n<\/div>\n

 <\/p>\n<\/div>\n

\n

\u201cSenate Bill 498 \u2014 which I\u2019m proud to have sponsored and received unanimous support in the Senate \u2014 brings Michigan one step closer to repairing the harm that has been done to Native American children and tribal communities by the child welfare system,\u201d said\u00a0state Senator\u00a0Jeff Irwin<\/strong>. \u201cBy strengthening the communication between the Michigan Department of Health and Human Services and tribal governments, we can keep children connected to their communities and cultures.\u201d<\/p>\n<\/div>\n

Senate Bill 682<\/strong>,<\/a>\u00a0sponsored by state Senator John N.\u00a0Damoose\u00a0(R-Harbor Springs), implements a speed limit\u00a0for\u00a0bikes and\u00a0electric bikes\u00a0(e-bikes)\u00a0on the state highway that surrounds Mackinac\u00a0Island.\u00a0Given that the highway prohibits motor vehicles, e-bikes,\u00a0that can reach up to 20-28 miles per hour,\u00a0have posed safety concerns.\u00a0This bill prioritizes the safety of residents, addressing the\u00a0possibility of future accidents perpetrated by e-bikes by enforcing a\u00a015mile-per-hour speed limit.<\/p>\n<\/div>\n

 <\/p>\n<\/div>\n

\u201cI spoke with Mackinac Island officials and worked out agreeable terms prior to formally introducing the legislation earlier this year. This was an important update that had bipartisan support all the way to the governor\u2019s desk,\u201d said\u00a0state Senator\u00a0John N.\u00a0Damoose<\/strong>.\u00a0The newly signed law will\u00a0maintain\u00a0access for those with limited mobility but will also make sure visitors and residents on the island stay safe and are able to enjoy the unique Pure Michigan opportunities that Mackinac Island has to offer.\u201d<\/p>\n<\/div>\n

Senate Bill 690<\/strong><\/a>, sponsored by state Senator Veronica\u00a0Klinefelt\u00a0(D-Eastpointe),\u00a0revises\u00a0the\u00a0Michigan code of military justice\u2014last revised in 2005\u2014to align with Federal law. In the 19 years that have passed since the code was first\u00a0established, many\u00a0important changes\u00a0in the Federal code have been made, including penalties for sexual assault and sexual harassment. By updating Michigan\u2019s code, justice will be made more accessible for\u00a0Michiganders\u00a0in\u00a0our military.<\/p>\n<\/div>\n

 <\/p>\n<\/div>\n

\n

Senate Bill 702<\/strong><\/a>,\u00a0sponsored\u00a0by\u00a0state Senator\u00a0Sam Singh (D-East Lansing),\u00a0increases\u00a0the minimum\u00a0hours of training\u00a0for\u00a0licensure as a cosmetology\u00a0instructor, manicurist, and esthetician.\u00a0This change ensures that any\u00a0student\u00a0who completes\u00a0training to be\u00a0a\u00a0cosmetology\u00a0instructor, manicurist, or esthetician in Michigan\u00a0is\u00a0eligible for Federal grants, such as Pell\u00a0Grants,\u00a0under the current Department of Education rules.<\/p>\n<\/div>\n

 <\/p>\n<\/div>\n

\n

\u201cThis is necessary legislation that aligns Michigan with federal requirements while providing further tools for those training to become a cosmetology instructor, manicurist, or esthetician,\u201d said\u00a0state Senator\u00a0Sam Singh<\/strong>. \u201cEnsuring federal financial aid is available to students in these programs keeps these careers within reach while preventing students from seeking schools out of state.\u201d<\/p>\n<\/div>\n

 <\/p>\n<\/div>\n

\n

Senate\u00a0Bill 841<\/strong><\/a>\u00a0and\u00a0Senate Bill 842<\/strong><\/a>,\u00a0sponsored\u00a0by\u00a0state Senator\u00a0Veronica\u00a0Klinefelt\u00a0(D-Eastpointe),\u00a0address a harmful loophole in criminal law which previously\u00a0stated\u00a0that penalties for sexual assault were limited to instances\u00a0where the\u00a0victim was alive. These bills\u00a0correct this lapse, providing\u00a0penalties\u00a0and\u00a0creating\u00a0sentencing guidelines for individuals convicted of\u00a0sexual conduct with or involving a corpse. By ensuring criminals\u00a0are held accountable for sexual assault of any kind,\u00a0Michigan\u2019s communities, and its\u00a0residents, will be safer and\u00a0stronger.<\/p>\n<\/div>\n

 <\/p>\n<\/div>\n

\n

Senate Bill 843,<\/strong><\/a>\u00a0sponsored by\u00a0state Senator\u00a0Veronica\u00a0Klinefelt\u00a0(D-Eastpointe), requires individuals\u00a0convicted of sexual\u00a0assault involving a corpse\u00a0to register as a sex offender.\u00a0This bill prioritizes\u00a0public\u00a0safety, ensuring that individuals convicted of any sex crime\u00a0are\u00a0held accountable and\u00a0are\u00a0easily identifiable through the sex offender registry.<\/p>\n<\/div>\n

 <\/p>\n<\/div>\n

“I\u2019m so glad to see Melody\u2019s Law signed into law after a unanimous vote in both chambers,” said\u00a0state Senator\u00a0Veronica\u00a0Klinefelt.<\/strong>\u00a0“This legislation was the product of hard work done by Melody\u2019s husband, Rick, and their daughters. House Bill 4603<\/strong><\/a>, sponsored by state Representative Tullio Liberati (D-Allen Park), gives schools the\u00a0option\u00a0to use a design builder and a design-build team instead of hiring a contractor, architect, and builder\u00a0as long as\u00a0the design\u00a0documents provide for a structurally sound and safe building. By reducing requirements for a costly construction team,\u00a0schools\u00a0are able to\u00a0save money and the state\u00a0is able to\u00a0streamline the school building process.\u00a0This\u00a0allows for more cost-effective school construction without compromising the safety or structural integrity of the buildings.<\/p>\n<\/div>\n
