LANSING, Mich. (March 19, 2026) \u2014 Today,\u00a0the\u00a0Michigan Senate\u00a0unanimously\u00a0passed\u00a0<\/span>Senate Bill 502<\/a><\/u><\/span>, legislation championed by Sen.\u00a0<\/span>Sue Shink\u00a0<\/span><\/b>(D-Northfield Twp.)\u00a0to shore up the state\u2019s anti-terrorism law.\u00a0Law enforcement\u00a0officials\u00a0and\u00a0justice\u00a0advocates have called for improvements to Michigan\u2019s anti-terrorism statute that would equip the state with the tools needed to\u00a0effectively and constitutionally prosecute terrorist threats, and the urgency of this change was underscored by\u00a0last week\u2019s\u00a0<\/span>targeted\u00a0attack on Temple Israel\u00a0in West Bloomfield.<\/a><\/u><\/span><\/p>\n

<\/u><\/p>\n

<\/u>\u201cWith hate crimes,\u00a0antisemitism, and\u00a0extremist threats on the rise,\u00a0we must\u00a0do everything\u00a0we can to\u00a0keep our communities safe,\u201d said Sen.\u00a0<\/span>Shink<\/b>. \u201cMy bill would strengthen the state\u2019s ability to respond to threats of terrorism, which is more important now than ever. My colleagues and I will continue fighting to ensure that anyone who threatens an act of terror here in Michigan is held accountable for their crimes.<\/p>\n

\u201dLast year, the\u00a0<\/span>Michigan Court of Appeals\u00a0raised concerns with\u00a0the state\u2019s anti-terrorism law<\/a><\/u><\/span> because, as currently written, it does\u00a0not include an intent requirement \u2014 proof that\u00a0a\u00a0defendant understands\u00a0the threatening nature of their\u00a0statements or acted recklessly when making them.\u00a0Senate Bill 502 would\u00a0add\u00a0the intent\u00a0element\u00a0to Michigan\u2019s anti-terrorism statute,\u00a0strengthening\u00a0Michigan\u2019s\u00a0law and\u00a0empowering\u00a0law enforcement to\u00a0effectively\u00a0respond to threats of terrorism.<\/p>\n

\u201cMichigan\u2019s existing anti-terrorism law has saved lives and has been instrumental in prosecuting threats against schools, law enforcement, judicial\u00a0officers\u00a0and elected officials on both sides of the aisle. Senate Bill 502 updates the existing statue, as enacted under Governor Engler, and ensures Michigan continues to criminalize engaging in terrorist activity,\u201d said Attorney General\u00a0<\/span>Dana Nesse<\/b>l. \u201cI appreciate Senator Shink\u2019s work to introduce this much-needed statutory change, Senate Majority Leader Brinks for recognizing its importance, and the Senate for passing it through their chamber today. We cannot allow divided government to weaken our ability to respond to threats of terrorism, and I implore the House of Representatives to pass this bill urgently into law.\u201d<\/p>\n

Senate Bill 502 now heads to the House for further consideration.<\/p>\n<\/div>\n
