Nearly one in four Michiganders are renters — yet far too many still lack basic legal protections to ensure safe, stable, and affordable housing. That’s why I’ve reintroduced the Tenant Empowerment Package in the 103rd Legislature.
As I mentioned in my last update, I brought these bills back after they didn’t reach the governor’s desk before the end of the last legislative session. I said then that I wasn’t giving up — and I meant it.
That’s why I’m reaching out today with good news: we’re making real progress. Right now, we’re in active discussions with a wide range of stakeholders — including tenants, landlords, housing advocates, and local officials — to strengthen and refine the legislation. To be truly effective, these bills must reflect a diverse range of experiences and voices, especially from those directly impacted.
These conversations take time, but they’re critical. My team and I are committed to doing this right.
The Tenant Empowerment Package is designed to protect tenants’ rights and strengthen Michigan law, providing renters with the tools they need to advocate for their rights. Currently, the bills are being reviewed by the Senate Committee on Housing and Human Services. At this crucial stage, your help and stories are vital to maintaining momentum and pushing this legislation forward.

Senate Bills 19 & 20 – Enshrines tenants’ Right to Repair into law by giving tenants the ability to remedy any unsafe conditions within their own homes if landlords fail to begin repairs in an appropriate timeframe.
Senate Bill 21 – Ensures adequate notice for rent increases to give people time to plan, budget, and prepare.
Senate Bill 22: Allows the electronic return of tenant security deposits to modernize this process for landlords and tenants alike.
