State Sen. Stephanie Chang, D-Detroit, asked Nessel for a formal opinion on whether it was possible for the legislature could enact and amend a voter-initiated law in the same legislative session, and whether the actions taken to change the minimum wage and paid sick time efforts in 2018 were unconstitutional.
