Senate Bills 966-968 would unlock financing for affordable housing

LANSING, Mich. (June 18, 2026) — Today, Senate Democrats passed a robust bill package within their A Michigan You Can Afford agenda, working to make life more affordable for Michigan residents. Senate Bills 966968, spearheaded by Sen. Jeff Irwin (D-Ann Arbor), would create a Michigan Housing Opportunity Credit that would pair with the federal Low Income Housing Tax Credit (LIHTC) to increase the supply of affordable housing in our state.  

“Everyone needs a home, and skyrocketing housing costs undermine the livability and economic prosperity of our state,” said Sen. Irwin, Chair of the Senate Housing and Human Services Committee. “I’m proud to sponsor this legislation to attract substantial new investments in building guaranteed affordable housing. The Michigan Housing Opportunity Credit is an important step towards addressing our state’s critical housing needs, especially for our young residents who are trying to plan their futures here.” 

Michigan currently has 200,000 low-income households unable to find affordable housing. Under Senate Bills 966-968, Michigan would offer a state-level supplement to the federal LIHTC, the main financing tool for developing affordable housing projects. The additional financing will fill funding gaps and enable developers to use LIHTC dollars to build over 2,500 new homes each year. 

This legislation is part of Michigan Senate Democrats’ broader A Michigan You Can Afford agenda — which includes plans to make groceries, gas, and other household needs more affordable, cut utility bills, lower healthcare costs, and more. 

Senate Bills 966-968 now head to the House of Representatives for further consideration.
